Newbury Conservation Commission (NCC)
January 12, 2016

Members Present: Katheryn Holmes, Chair; Bob Stewart, Member; Bill Annable, Alternate.

Ms. Holmes called the meeting to order at 7:25 p.m.

ADMINISTRATIVE

Minutes
The NCC reviewed the minutes of September 16, 2015 and made corrections. Mr. Stewart made a motion to accept the minutes as corrected. Mr. Annable seconded the motion. All in favor.

LSPA Presentation
The planned presentation by Kathleen Stowell, Education Direction, was rescheduled due to inclement weather.

INTENT TO CUT
Commissioners reviewed the following Intents to Cut:
  • Peter Moore on South Road/Morse Lane, Tax Map/Lot # 092-064-34 for 15,000 feet of white pine.
  • Harry & Kathy Seidel at 62 Emily Lane, Newbury, Tax Map/Lot # 44-223-180 and 44-223-187, for 60,000 feet of white pine and 6,000 feet of oak.
  • Emily & Roy Burns on Mountain Road, Newbury, Tax Map 33 Lots 595-231 and 679-15; Tax Map 34 Lot 725-449; and Tax Map 23 Lot 160-413, for 10-20,000 feet of white pine, 15-30,000 feet of hemlock, 1-5,000 feet of red pine, 10-20,000 feet of spruce & fir, 1-5,000 feet of hard maple, 5-10,000 feet of white birch, 1-5,000 feet of yellow birch, 1-5,000 feet of oak, 5-20,000 feet of ash, and 5-15,000 feet of beech & soft maple.
BUFFER ZONE CUT
Ms. Holmes reported on the following Buffer Zone Cut:
  • Robert & Rebecca Vail, 83 Malia Place, Newbury. Ms. Holmes noted that she and the Code Enforcement Officer conducted a site visit and were impressed with the cleanup and restoration.
WETLANDS/SHORELANDS
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):

Permit by Notification (PBN) Applications
  • For Nancy B. Keenan, 19 Lakewood Manor Place, Newbury, for dock repair.
  • For LaBaron Trust, 119 Grace Hill road, Newbury, for dock repair.
  • For John Van Siclen, 28 Echo Cove Road, Newbury, for in-kind boathouse, dockage & crib rebuild.  
Wetlands and Non-Site Specific Permit Application
  • For Eve Burton, 125 Bay Point Road, Newbury, for dock and boat house repair.  
Wetlands and Non-Site Specific Permit
  • For Marianna & Roy Crowley, 125 Bay Point Road, Newbury, Permit # 2015-03219 to work on boat house.
Shoreline Impact Permit
  • For Richard & Nancy Beckert, 159 Bay Point Road, Newbury, Permit # 20125-03030 to build garage and relocate underground power & sewer lines.  
COMMUNICATIONS
Ms. Holmes called for a Motion to Vote on renewing NCC’s annual member in the NH Association of Natural Resource Scientists, LSPA and Ausbon Sargent Land Preservation Trust.

Mr. Stewart made a motion to renew the NCC’s membership in the above three organizations. Mr. Annable seconded the motion. All in favor.

OLD BUSINESS
Commissioners discussed a fundraising proposal from the Society for the Preservation of NH Forests (SPNHF) aimed at raising money to purchase property that would become the parking area for the Andrew Brook Trail on Mountain Road.

Discussion included how NCC monies would be used regarding this proposal – as a straight donation with intent to buy; or as a conservation-driven goal. Concerns were raised regarding the appropriate uses of NCC monies. It was unclear whether NCC’s donation would mean a partnership with SPNHF in the purchase of this property.

Ms. Holmes said she was contacted by Gerry Gold, Sunapee-Ragged-Kearsarge Greenway, about making a donation. However, Mr. Gold did not indicate how much money SPNHF needed, nor how NCC’s potential donation would be used.

Commissioners concluded that further information is needed from SPNHF regarding the entire scope of the proposed purchase before NCC can commit to making a financial donation to the request.  

Mr. Stewart made a motion to adjourn the meeting. Mr. Annable seconded the motion. All in favor.

The meeting adjourned at 8:15 p.m.
